Hugh M. Kelly

The Immigration Consultants of Canada Regulatory Council (ICCRC)is saddened by the news that its In-House Legal Counsel, Hugh M. Kelly Q.C., passed away on December 12, 2013.

Mr. Kelly was instrumental in the founding of the ICCRC. He developed the initial By-laws to support ICCRC’s bid to become “the better regulator”. After Citizenship and Immigration Canada designated ICCRC in 2011, Mr. Kelly worked tirelessly training volunteers and the Board of Directors on self-regulation, regulatory framework issues, organizational governance, and complaints and discipline processes. In October 2013, the ICCRC was honoured that Hugh Kelly accepted an offer to serve as its in-house lawyer. He was a driving force in the success of the Council’s recent Annual General Meeting in Vancouver in November, and just a few weeks ago, remarked that looking back, he was proud of the progress made, and excited to have been part of it.

Mr. Kelly’s experience went far beyond his work at ICCRC. He had over 50 years of experience in advising clients on education, health law, and charitable and not-for-profit organizations matters. An Associate Lawyer at Miller Thomson Lawyers, Hugh Kelly was called to the Bar in 1963. He received a Bachelor of Arts degree from St. Michael’s College at the University of Toronto in 1956, and earned his LL.B. at the University of Toronto in 1961.

The Board of Directors, staff and professional immigration consultants extend their sympathies to all of Hugh Kelly’s family, friends and colleagues; and find that placing his name at Pier 21 a befitting tribute to the accomplishments of this great Canadian.
